Unable to load DLL 'sqlite3': The specified module could not be found. in my ARM app

I have developed a Windows 10 IoT app for the Raspberry Pi2.

i am using SQL Lite.

All of a sudden I am getting this error at run time:

Unable to load DLL 'sqlite3': The specified module could not be found.

I have followed these instructions here but it did not solve my problem:
