Merge 2 database based on 2 columns with fuzzy match

I have 2 big databases with many columns in each one in Excel format. I need to merge the 2 databases, so that I can merge the rows where there are a match in both of them.

The issue is that the columns that I need to use may not be 100% identical in both databases. The columns will be Address column, and a name column. The address may not be in the same format of both databases. Also, there are the country, city, and other columns that will be identical in both databases and may be used as a confirmation criteria.

I thinks about Google Refine. Any help will be much appreciated.
