Data synchronization from server to sqlite in windows store apps

I am working on windows store apps with sqlite as local storage. I have some confusions regarding data synchronisation from server to sqlite. I want to know when and how to fetch data from sql server to sqlite? Data on UI should come from sqlite or sql server directly ? Are background task a good way to synchronise data? Can some one please explain the overall flow of data synchronisation? Thanks in advance .
