Django syncdb hangs on initial sites migration

When running the command

python manage.py syncdb

sqlite3 applies most of the migrations but when it hits the sites migration it hangs. I am running windows 8 and am using git-bash. I am pretty sure there are no other processes running that might create a lock. Has anyone run into the before or know what might be wrong here?
