how can we make dictionary using perl ?

what i understood is: download dictionary and insert into database (sqlite), write a perl program to search word and display the meaning or the value of the variable .

Could someone give me an idea on where can i find a dictionary in text format so that it would be easy to import into sqlite?

Please do let me know if you have any other ideas to achive this task ?
