android photo quiz app

I have spent few solid hours searching for tutorial showing how to make photo quiz application for android but I only found tutorials with "select right answer" option and I am after something like logo quiz where user has a set of different letters and has to create a word for the answer.

If you cannot find any tutorial could you please describe in points rough steps I need to follow to create such an application? My biggest questions are:

1. how to make different pictures - fragments or separate activity for each picture?
2. how to make set of letters which can be used to create words?
3. how to make tips when user will struggle for the answer?

I know my question is not specific but I only need brief architecture explanation and I think it will let me start from there to have fun exploring android.
