How do SQLite wrappers work?

What I am trying to find is if it is possible to run a local database in Swift. The closest I could find is that I could use an SQLite wrapper (FMDB is recommended by most). But is it possible to use a local database with an SQLite wrapper? Or do I have to connect with an external database?

I have tried to find more about SQLite wrappers but I couldn't find much on google.
