Mysql error number 2003 on a remote server location

I am using trying to connect to mysql on a remote server but I'm getting Error number 2003 everytime. I was able to connect to the same mysql a few days back and then the server was down for sometime and after it came up i started getting this error. I've checked the Mysql and everything is running on the server. I'm new to this so would be needing a detailed help regarding this. Thanks in advance.
