CSV files to sqlite database

I have multiple CSV files in subfolders and want to extract certain columns based on the name of the column. For that I need to parse through the CSV files and generate a array containing all the entries of CSV by the columns. This array I then should import into a sqlite database by the columns (id [alphanumeric], name [alphanumric], index [numeric], etc.). For this I should ideally use a perl script. Both my perl as well sql knowledge is limited would be grateful for detailed explanation.
