Data Synchronization from Oracle to Android App Sqlite

I am using Webservices is used to synch data between Android (SQLite) to Oracle and vice versa. Is there a way wherein I can prepare SQLite file on Oracle server and get them downloaded directly on Andoid device? Could some one suggest best approach to achieve this?
