Need TCL 8.3.2 that works on windows 8 64 bit and compatible sqlite version

We have a plugin that runs on TCL 8.3.2 and we need to get it working with compatible version. I am on windows 8 64 system and I am not able to download TCL 8.3.2 version that runs on Windows 8 64 bit system. If you have instructions on get TCL 8.3.2 working and also the corresponding SQLite that works on TCL 8.3.2 that would be great. At least if you have SQLite version that works on TCL 8.3.2, please share.

I have been searching for this for last 2 hours and I could not move any further.
