Submitting data to external database from android SQLLite

I have developed a simple android application with some data stored in SQLlite databse. Now I am trying to sync this data to some external database. All I have got is a URL to submit to. Now I have no idea about web services or how to implement it. Can anyone help me out here ?

Edit : I have searched on google for it but unfortunately I am more confused now. Can anyone guide me to a link or something where things are explained in a simpler manner.
