git: flat file vs sqlite database for better pull requests

I want to know what is better for managing pull requests in git: flat file database or sqlite. I don't see how a user could add a pull request easyly as with flat file.

PS: You could see sqlite files with some procedure with .gitattributes but I don't know if it's available in github for instance.
