Do I really need a plugin to use SQLite for phonegap build?

From my understanding, SQLite can be used for a regular html website. Would it work the same way for ios, android, and win phone if I included SQLite this way, then used build.phonegap.com to create the respective platform versions of the "app"? I keep seeing all these different plugins for SQLite and I keep wondering why I need them?
