Sqlite database with read-only file attribute

I have one sqlite database file. I use it in my REST WCF Service with EF6. The problem is that when the file attribute is marked "read-only" web service is very slow. When remove the check mark from the attribute - data come quickly. Question - what is the reason? The Web service is used only for tables reading without updates.
