Database Management - CRUD Generator

I am looking for an application that will allow me to upload a csv or SQLlite db and manage large amounts of data. I would also like the ability to create users and allow them access to the data.

I have seen the Laravel CMS - CRUD Builder - Administrator ( I don't want to add the link, but Google it)

This seems to be the closest to what I am looking for, is there anything else out there or can someone give me some ideas of what I can search for to narrow my search. I think "CRUD" has helped but I have also tried searches like "database management tool" and similar. There has got to be something like this out there.
