Raw string to search in multiple column

I have a table called Attorney with the following columns

1. ID
2. PracticeArea
3. City
4. State

I want to search "Personal Injury California Alabama" Here Personal Injury is Practice Area, California is City & Alabama is State. Moreover the order can be random in search string. Please suggest me the query. Thanks
