use sqlite to un stick subversion - previous operation has not finished

I am trying to use SQLite for the first time. I am trying to use it as I my subversion is stuck due to “previous operation has not finished”. I have tried using the clean command but it doesn't work.

I came across this solution SQLite solution. I have downloaded the sqlite-shell-win32-x86-3081002.zip file from download page. When I open the application it says the following,

"connected to a transient in-memory database". Use ".open filename" to reopen a persistent database".

I tried using the select query on the web page all it returns though is ...>

How do I use SQLite?
