i need to automatically update the users database file every year who to do that?

i have one question if possible. i am developing a c# application , and this application use a small sqlite database , around 3.5 Mb,

so my problem is, the data on this database change every year so when 01/01/20xx date came, my app on users computers need to download the newer database file that containe the newer data ,

my question is there a server or website or methode.. that give a framework or something.., that i will add to my code to to give my app the ability to connect automatically to the internet and download the changed file. and in my side i will upload the database file evry year to that website or server. and the app that is installed on the camputers of my app users will automatically check and download that file?

the application can run offline but when 01/01/20xx come she will say to the user you need to connect to the internet,in order the application can automatically update your database data.
