How to random questionID without duplicate, Android using sqlite

I'm creating a quiz application. And I have a problem on how to random the questions without any duplicate question.

I want the application to generate random number without duplicate and it will end if 20 questions are finished or you dont have any lives.

So to get started here is my Question and Answer database, I'm using sqlite
