How to send a notification automatically when insert on mysql database

I'm now having myapp that sends a notification via GCM to my android device and also get the data of the mysql database to sqlite one using php but the problem now is that I want to send this notification when a database insertion is done but I don't know how to do it ??

Is it using database trigger ?? or using a sync adapter ?? or any other thing ??
