Not able to convert To UTF8 IN Cordova SQLITE.Showing Raw data

In SQLITE db,i have stored tamil values.but its being saved like this செனà¯à®©à¯ˆ.when i fetch the result from SQLITE query in my Cordova project,i am getting the same RAW Data and its being shown same in HTML as well.Also I have used tamil font to recognize but its not working. How can i convert it back to tamil character.I have added Charset UTF8 in HTML header as well.
