App that can open from terminal to see sqlite db?

Doing a tutorial on pluralsight trying to learn django. The teacher runs the command open db.sqlite3 from the app directory.

This command opens a gui for db.sqlite3.

Question: What is this app named? Where can I download it? how do I make sure I can run the same command from terminal to open it?
