how to add a file property to the property windows in Visual Studio?

I need to add both "Build Action", "Copy to Output Directory" properties to a dll (SQLite.Interop.dll) in Visual Studio. This IDE's property windows seems to offer no functionalities (I mean a button, right-click...) to do so. 2 questions: 1) these properties should not be present by default ? 2) how can I add these properties to this dll ?
