how to put image icons in specific place?

I'm new to android.I have to make small game app for kids.So i have to give them parts of keyboard and they have to make keyboard by dragging those parts into proper order. Eg: Function Keys, Numeric Keypad,Cursor Keys.

I have't any idea to do this, Can any one give me idea to how to do this?
