PHP exe application with offline and sync

I want to make a php application that will have database connection for example a data entry application and the data is stored in database.the application will later be converted to exe (with bambalam etc),but I am not getting how to make a application with database,i have a php application without database.How to make a exe convertible with database feature. Moreover it will have feature that whenever internet connection is there it will sync to the online database.How to make it?
