SQlite and Http requests guide for android

So what I wanna do is letting users download certain content out of my application e.g Package. Let's take for example google translate, it lets users download the language package they want. My app is about teaching languages, so what I want the users to download are Countries. They download the country they want to learn its language and it gets added directly to the app country list. To do that, I must use Sqlite and Http requests, but how? Can anyone guide me to the way of using them both? Any references?
