Time String Formatting in SQL Lite

I need to have a table column that expects a Time datatype but with a formatting like HH:mm so i could use ORDER BY without any hassle. I know this can be done with TIMESTAMP easily, but i need to remove the seconds from the time stamp and have only the hours & minutes. Is there a way to do this?
