Creating Android Database under Windows

I want to program an app for android, which evaluate a earlier created database. This earlier database shall be created under windows with Java.

The app shall be able to compare different smartphone and their specifications, which are first typed in under windows.

So the Gui under Windows consists of different datafields (see the picture) and shall write to the android database every time a new value is typed in.

The Android App shall use the Sqlite Database.

How is it possible to create a android compatible database under Windows?
