synchronization of databases

we have a web application software which collect stock transaction from the android based mob applications . The android application transfer the data using SMS technology , since the GSM network in our area is very poor some data is lost somewhere in between. Both the web and mobile app has similar database schema , the web app uses sqlserver DBMS , the mobile application is using sqlite dbms. as a system objective the data existed in two database must be similar. however the situation here is different the data are not synchronized . so does anyone who can suggest a synchronization framework ? or other techniques to synchronize the two database.
